The Red Devils first started negotiations earlier this week and talks have now reached an advanced stage.
Right now, Cavani is a free agent after his exit from PSG at the end of last season.
Cavani won six titles in seven years during his time at Paris Saint-Germain and is wanted by various European clubs.
Cavani will bring some quality experience to the United attack.
Anthony Martial is the only main striker upfront for Premier League matches with Marcus Rashford, Odion Ighalo, and Mason Greenwood also available.
Manchester United are desperate to bring in some new players before Monday’s deadline.
