Chelsea have been handed a £10 million fine and a suspended two-window transfer ban by the English FA after admitting to 74 historical breaches of football regulations relating to agents, intermediaries, and third-party investments.
The sanctions conclude a lengthy investigation into conduct that occurred during the Roman Abramovich ownership, with the club’s current hierarchy receiving credit for voluntarily reporting the irregularities after taking over in 2022.
The FA’s investigation centered on historical transactions involving football agents, intermediaries, and third-party investment arrangements that breached FA Rule E1.2 and related regulations.
The violations included undisclosed payments linked to player transfers completed between 2009 and 2022 under London club previous ownership.
Following the 2022 takeover by Todd Boehly and Clearlake Capital, they conducted an internal review that uncovered thousands of documents relating to these historical transactions.
Rather than waiting for regulators to discover the issues independently, the club voluntarily disclosed the findings to the FA, Premier League, and UEFA while fully cooperating throughout the investigations.
An independent FA Regulatory Commission initially imposed a suspended six-point deduction, a £10 million fine, and a suspended two-window registration ban.
However, Chelsea appealed the sporting sanction, and an independent Appeal Board overturned the suspended points deduction. The transfer ban and fine are expected to remain.
According to official statement, the FA confirmed saying: “A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association [The FA] Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.
“The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club. The FA is continuing to investigate individual misconduct arising out of this case.
“Chelsea FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine.
“The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing.
“In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows which is suspended until 30 June 2027.
“The £10 million fine imposed by the Regulatory Commission was not subject to appeal and the full amount will be invested into grassroots football.”
The suspended transfer ban will remain in effect until 30 June 2027. It will only be activated if Chelsea commits further similar regulatory breaches before that date.
The £10 million fine is final and cannot be appealed, with the FA confirming that the money will be directed toward grassroots football development.
The club stated that the violations occurred under the previous regime and highlighted its commitment to transparency and regulatory compliance since the takeover.
The Blues also stressed that they had provided extensive cooperation by submitting thousands of documents and assisting governing bodies throughout the investigation.
Regulators acknowledged that Chelsea’s openness played a significant role in reducing the severity of the sporting sanctions imposed. Importantly, Chelsea are not immediately banned from signing players.
The transfer restriction is suspended, allowing the club to continue normal transfer business during upcoming windows unless further breaches occur before June 2027.
This ruling also brings an end to another major regulatory chapter for the London club, following earlier settlements with both the Premier League and UEFA over separate historical financial matters.
With the FA case now resolved, the club can focus fully on football while operating under heightened scrutiny to ensure compliance with all regulations going forward. The FA’s decision represents one of the most significant disciplinary actions involving a Premier League club in recent years.
Although the new owners avoided an immediate transfer ban or points deduction, the £10 million fine and suspended registration ban serve as a clear warning over historical governance failures.
Thanks to the club’s voluntary disclosure and cooperation, the punishment was considerably lighter than it might otherwise have been. Moving forward, Chelsea will be expected to maintain strict regulatory compliance as they continue rebuilding under their current ownership.
