The Netherlands international have turned down a number of offers which includes one from Bayern Munich.
His intention is to join Chelsea who have been talking for a long time without reaching an agreement.
Things have stayed on same place for too long with the Premier League side also working on Alejandro Garnacho.
The move for Xavi Simons could not happen as Tottenham are making a move of their own to sign the player immediately.
